Consolidated Funding Application FY 2026
The City Fiscal Year 2026 Consolidated Funding Application (CFA) Competition is now open.
Through this Request for Proposals, the Mayor's Office of Homeless Services (MOHS) seeks new and renewal project proposals from qualified non-profit organizations to provide services to individuals and families who are: (1) at-risk of homelessness, (2) currently homeless, (3) low-income and living with HIV or AIDS, and/or (4) those at risk of crises, including those with behavioral health needs. Through the Consolidated Funding Application (CFA), programs may submit one application and be considered for multiple eligible sources of funding that are administered by MOHS.
The CFA is a competitive grant opportunity that draws funding from several sources in FY26:
- U.S Department of Housing and Urban Development - Emergency Solutions Grant (ESG)
- State of Maryland - Homeless Solutions Program (HSP)
- Baltimore City Department of Social Services (DSS)
- U.S. Department of Housing and Urban Development - Housing Opportunities for Persons with AIDS/HIV (HOPWA)
- Baltimore City Opiod Restitution Fund
- Baltimore City General Funds
Submission Process
All application materials must be submitted via the Neighborly portal instead of email. We encourage all applicants to create an account, log into Neighborly well before the final deadline of Friday, March 21, 2025 and add two points of contact for your organization.
All application questions are listed in the Neighborly portal. Please have an authorized individual at your agency upload all application materials to Neighborly once completed; the authorized individual will then be prompted to certify and submit the application. Neighborly will send an automated message once your application has been received. If you have technical difficulties or questions about the application process, please email HSP Applications.
The submission deadline is Friday, March 21, 2025, at 5:00 p.m.EST via the Neighborly platform. Programs awarded funding under this request for proposal will have a performance period of July 1, 2025, through June 30, 2026 (City Fiscal Year 2026).

Interested applicants are able to join a Bidder's Conference hosted by MOHS on Tuesday, February 18, 2025 at 2:00 p.m. Registration is not required for this event, please use the following link to join the conference at its indicated time.
