The Continuum of Care (CoC) program promotes a community-wide commitment to ending homelessness. The program provides funding to nonprofit providers and state and local governments to quickly rehouse individuals and families experiencing homelessness while minimizing the impacts of trauma and dislocation. The program also promotes self-sufficiency and access to mainstream programs by individuals and families experiencing homelessness.
HUD's Notice of Funding Opportunity (NOFO) can be found on the grants.gov website and on the HUD website.
All project applications are due by Friday, December 12, 2025, at 5:00 pm EST and must be submitted via the Neighborly portal.
The Baltimore City CoC invites new and renewal proposals, including proposals from entities that have not previously received funding.
We encourage all applicants to create an account, log into Neighborly before the final deadline of Friday, December 12, 2025, and add two points of contact for your organization.
Please have an authorized individual at your agency upload all application materials to Neighborly once completed; the authorized individual will then be prompted to certify and submit the application. Neighborly will send an automated message once your application has been received.

This session will provide an overview of the RFP, key changes in this year’s NOFO, important deadlines, scoring considerations, and time for Q&A. Participation is strongly encouraged for all agencies planning to apply. A recording will be shared on the website.

| November 17, 2025 | Resource Allocation Committee Meeting – Approve Competition Guidelines The Committee meets to review and approve recommendations for the competition timeline, reallocation practices, and scoring and ranking methodology. |
| November 18, 2025 | Continuum of Care Board – Meeting to Discuss Project Reallocation, Scoring, and Ranking Policies The CoC Board votes to approve the CoC NOFO guidelines as recommended by the Resource Allocation Committee. |
| November 19, 2025 | Local Competition Procedures Published
The CoC NOFO is released on the MOHS website, shared on social media, and sent to the CoC mailing list. |
| November 21, 2025 11:00am - 12:30pm | Bidder’s Conference The webinar will also be recorded and shared. This webinar is designed for service providers applying for renewal or new project funding in the local FY 2025 Continuum of Care Program Competition. |
| November 28, 2025 | NOFO FAQs Posted Interested applicants may also email HSPApplications@baltimorecity.gov for technical questions about the local RFP and guidance. |
| December 12, 2025 | DEADLINE: All Project Applications (new and renewal) are due by 5:00 pm EST. Interested applicants must submit all required materials and supporting documentation via the Neighborly portal. |
| December 14, 2025 | Resource Allocation Committee Receives Overview of Renewal Projects Performance & Overview of New Project Applications The Resource Allocation Committee reviews all data and information from the renewal projects and consults with MOHS, as needed. MOHS will provide an overview of new project applications that have passed threshold. The Mayor’s Office of Homeless Services receives all new project scoring tools from the Resource Allocation Committee for consideration in the CoC application. |

| December 23, 2025 | Final Project Ranking Sent to CoC Board for Review and Posted via Member365 The notification of action that all project applicants who submitted new and renewal project applications in the local CoC competition are notified at least 15-days prior to the HUD application submission deadline of the CoC’s acceptance, including the ranked position of the project applications. This notification may be posted publicly or sent via email to individual project applicants |
| January 8, 2026 | Public Posting of Final Consolidated CoC Application The CoC will have an opportunity for public comment on the consolidated application prior to submission in e-snaps. |
| January 13, 2026 | Final Consolidated CoC Application Submitted to HUD Completed applications must be submitted to HUD. |
