Who can register to vote?
Maryland Voter Registration Eligibility
- A U.S. citizen
- A Maryland resident
- 16 years or older (you must be 18 on or before Election Day to vote)
- If you have been convicted of a felony, you may register to vote if you have completed your court-ordered sentence

Deadline is Oct. 13. Registration is also available in-person during early voting or on Election Day.
How to register
Necessary documentation:
- MD state-issued photo ID or drivers' license
- If you don't have an MD ID, you will need the last 4 digits of your Social Security Number
- Mailing address — can be the address of a shelter, friend, family member, other service provider, or anywhere you regularly receive mail
Online, before 9 PM on 10/13:
By mail, postmarked by 10/13:
- Fill out the form at bit.ly/mdvoterregistration, print and mail to one of these addresses:
- MD Board of Elections, P.O. Box 6486, Annapolis, MD 21401
- Baltimore City Board of Elections, 417 E. Fayette St. Room 129, Baltimore MD 21202
In-person (bring necessary documentation):
- By 10/13, you can register at the Baltimore City Board of Elections, multiple social services agencies and public institutions of higher education

- Health Care for the Homeless is offering in-person registration M-F until 10/13 at 421 Fallsway, Baltimore, MD 21202
- M, W, F: 9AM-12PM
- T: 11AM-1PM
- Th: 10AM-12PM
- During early voting or on Election Day, you can register in-person at a polling location
- If you do not have a MD-issued ID, you will need proof of residency when registering in-person. This could be a bank statement, utility bill, paycheck, government check, or other government document with voter’s name and address
Voting by Mail
MAIL-IN BALLOTS MUST BE REQUESTED BY OCT. 20.
You must request a mail-in ballot to vote by mail. If you do not have a permanent residence, request the ballot to an address where you can receive mail, such as a shelter or friend's home.

- In-person at the Baltimore City Board of Elections, 417 E. Fayette Street, Room 129, Baltimore MD 21202
Once you receive your mail-in ballot, carefully read the instructions and vote using a black pen. Submit the ballot:
- By mail, following the ballot instructions. Your ballot must be postmarked by Nov. 3, 2020 and received by Nov. 13, 2020 to be counted
- Hand deliver to a drop box. Open 24/7 until 8 PM Nov. 3.

In-Person Voting
ID Requirements
If it is your first time voting in Maryland or you registered by mail, you are required to provide one of the following forms of identification:
- Driver's license or MVA ID number, or the last four digits of the voter’s social security number
- Current and valid photo identification (MD driver's license, MVA ID card, student or employee ID , military ID, U.S. passport, or other government-issued ID)
- Utility bill, bank statement, government check, paycheck or other government document with voter’s name and address from within 3 months of the election
Otherwise, you are not required to bring ID, but election judges prefer that you bring a photo ID.
