Amendment to the 2018 and 2020 Annual Action Plans for the Housing Opportunities for Persons with AIDS/HIV Grant for the Baltimore Eligible Metropolitan Statistical Area

In accordance with federal regulations covering the Consolidated Planning Process, this notice is hereby given of the intent to amend the 2018 and 2020 Annual Action Plans.  The City’s Citizen Participation Plan requires the City to seek public comment on the proposed changes.  The public will have 5 days in which to comment. This comment period will begin on Wednesday, September 22, 2021 and end on Tuesday, September 28, 2021.

This action involves modifying activities listed for HOPWA program funds.  The City proposes the following activity changes:

Program Year 2018:

Harford County HOPWA

$103,117.30 Formula Funds

Harford County is requesting to return the unused funds to Baltimore City. The funds will be reallocated as follows:

Tenant-Based Rental Assistance (TBRA)

$103,117.30 Formula Funds 

Funds will be used to assist in housing approximately 460 HOPWA-eligible households in Baltimore City. 

Program Year 2020:

HOPWA CARES Act Funds

$195,176.72 HOPWA CARES Act Funds (HOPWA-CV)

Allocation of HOPWA-CV funds to provide Supportive Services, Short-Term Rental, Mortgage, and Utility (STRMU) assistance to support HOPWA-eligible households in the Baltimore Eligible Metropolitan Statistical Area (EMSA).

Supportive Services  

Short Term Rent, Mortgage, and Utility Assistance (STRMU)

$195,176.72 HOPWA CARES Act Funds (HOPWA-CV)  

Funds will provide supportive services to HOPWA-eligible households to assist with obtaining short-term rental, mortgage, and utility assistance. The allocation of funding to HOPWA project sponsors in the Baltimore EMSA will be used to prevent, prepare for, and respond to the Coronavirus Pandemic (COVID-19); while reducing and preventing the occurrence of homeless amongst HOPWA-eligible households.
