The Mayor’s Office of Homeless Services (MOHS), on behalf of the Mayor and City Council of Baltimore, announces a grant award to provide transportation services to individuals and families experiencing homelessness within Baltimore City.  The Mayor’s Office of Homeless Services serves to effectively allocate assistance through vendor services (the “Provider”) for homeless individuals and families in the City of Baltimore.

The Provider(s) shall provide free transportation to shelters and other homeless services program locations within the Baltimore Continuum of Care (BCOC), and prioritize assistance based on vulnerability and severity of service needs.  The transportation service must offer a “non-discrimination” approach, regardless of where or how people present for services.

The Provider(s) shall identify service needs and gaps to assist the Mayor’s Office of Homeless Services in planning more targeted transportation assistance and maximizing available resources.  The Provider(s) must be able to provide these transportation services during the winter shelter period (October 15th through March 31st) and non-winter shelter period (April 1st and October 14th).

Eligibility and Requirements

To be eligible for funding through the  Shelter Transportation Grant, organizations must be:

• A registered non-profit 501(c)(3) tax-exempt organization or another city agency.

• In Good Standing with the State of Maryland (certification of Good Standing can be obtained through the Department of Assessments and Taxation website).

• Must have two years of most recent independent audits (financial statements are not accepted).

• Must agree to participate in the Baltimore Continuum of Care (BCOC) meetings and to be a part of the collaborative body if granted an award.

Each proposal for funding will be reviewed by the committee and may have additional eligibility factors, requirements, or conditions that are satisfactory to the City and the Provider(s). The City reserves the right to make changes to the scope of services, grant requirements, statement of work, or funding allocation during the vetting process in accordance with service demand, available funds, and/or performance capacity.

THE DEADLINE FOR SUBMISSION IS FRIDAY, AUGUST 16, 2019 at 5:00 PM. LATE SUBMISSION WILL NOT BE CONSIDERED DURING THE FUNDING PROCESS.

FY2020 Emergency Shelters: Request for Proposal - August 9, 2019, 5 pm

The Mayor’s Office of Homeless Services (MOHS), on behalf of the Mayor and City Council of Baltimore, announces a grant award to service vendors (the “Provider”) to provide core services within the homeless services Continuum of Care for the duration of 1 year. The Provider(s) shall provide designated services for the homeless population in the City of Baltimore. The temporary housing site(s), as described in further detail in the Statement of Work (SOW) shall operate a dignified residential setting that supports persons experiencing homelessness to successfully transition back to housing stability. The Provider shall offer supportive services to include: management of day-to-day operations at the site (including basic maintenance), food services, case management, and other supportive services, shelter monitoring services, janitorial services, linkage and connection to other community supports, data collection and entry, and complaint response/monitoring.

The Continuum of Care and the Mayor's Office of Human Services work together to establish funding priorities for homeless services grants. Providers receiving funding under this request for proposals will have a performance period starting October 1, 2019, with a 1-year term.

The following types of proposals will be accepted for the following service types. 

Funding Sources

Funding for homeless services under this grant comes from the City of Baltimore.  Historical funding allocations for all homeless programs and services can be viewed on the Resources & Publications page.

Applying for Funds

Funds are competitively awarded based on the Provider(s) proposed service model, budget formation, fidelity to best practices, and organizational capacity. You may submit your budget proposal to: mohs.hsp.application@baltimorecity.gov no later than Friday, August 09, 2019, at 5:00 PM.
