FY 2023 CoC NOFO Program Competition
The Fiscal Year 2023 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) Program Competition is now closed.
The Continuum of Care (CoC) program promotes a community-wide commitment to ending homelessness. The program provides funding to nonprofit providers and state and local governments to quickly rehouse individuals and families experiencing homelessness while minimizing the impacts of trauma and dislocation. The program also promotes self-sufficiency and access to mainstream programs by individuals and families experiencing homelessness.

All application materials must be submitted via the Neighborly portal instead of email. We encourage all applicants to create an account, log into Neighborly before the final deadline of Monday, August 21, 2023, and add two points of contact for your organization.
Please have an authorized individual at your agency upload all application materials to Neighborly once completed; the authorized individual will then be prompted to certify and submit the application. Neighborly will send an automated message once your application has been received. Application materials are available above, in the Project Application Templates section of this webpage.

HUD Direct Grantee Instructions
All HUD direct grantee projects must submit their applications in e-snaps directly according to the procedures and timelines listed in the local competition process document and request for proposals. Public Notification of Ranked Project Applications

The Priority Listing is a public notice that includes the ranking of all accepted project applications for the CoC competition. HUD requires that the CoC Priority Listing is publicly shared no later than 15 days prior to the FY 2023 CoC Program Competition application deadline.

June 15, 2023 | Continuum of Care Board - Vote to Approve Project Reallocation, Scoring, and Ranking Policies The CoC board votes to approve the CoC NOFO guidelines as recommended by the Resource Allocation Committee. |

August 2, 2023 | Resource Allocation Committee Meeting The Resource Allocation Committee meets to review the CoC NOFO Competition process and prepare for the review of individual project performance. |

August 4, 2023 | NOFO FAQs Posted FAQs from the Bidder’s Conference will be posted on the MOHS website. Interested applicants can also email HSPApplications for technical questions about the local RFP and guidance. |
August 21, 2023 | DEADLINE: All Project Applications (New and Renewal) due by 5 pm Agencies must submit all required materials, including supporting documentation and match documentation via the Neighborly grant portal. |
August 23, 2023 | Resource Allocation Committee Meeting – Renewal Project Performance Review The Resource Allocation Committee meets to review renewal project performance and determine which projects will have a reduction or elimination of funding through reallocation. |
August 25, 2023 | Reallocation notifications are issued to renewal projects indicating whether the project is rejected or reduced |
August 29, 2023 | Renewal Project Reallocation Appeals Due To appeal a reallocation decision, affected renewal projects must submit a formal letter to the attention of the CoC Executive Committee to HSPApplications. The letter must include the name of the project, grant number, and justification/reasoning supporting the appeal. |
August 30, 2023 | Resource Allocation Committee Meeting – Review New Projects and Renewal Project Ranking The Resource Allocation Committee meets to select which new projects will be included in the CoC’s application to HUD, in addition to reviewing the final project ranking. |
September 7, 2023 | Final Project Ranking Sent to CoC Public Notification of Ranked Project Applications. The notification of action that all project applicants who submitted new and renewal project applications in the local CoC competition are notified at least 15 days prior to the HUD application submission deadline of the CoC’s acceptance, including the ranked position of the project applications. This notification may be posted publicly or sent via email to individual project applicants. |
September 14, 2023 | Draft CoC Application Sent to CoC for Input and Review The CoC Board will have an opportunity to review the CoC Application. |
September 20, 2023 | Resource Allocation Committee Meeting – Review and Approve Final NOFO Submission |
September 20, 2023 | Public Posting of Final Consolidated CoC Application The CoC will have an opportunity for public comment on the consolidated application prior to submission in e-snaps. |
