Shelter and Services

Baltimore City Shelter Hotline: 443-984-9540

Call 443-984-9540 to connect with the emergency shelter for the night. The hotline is open 8:30 AM to 4:30 PM, Monday through Friday. After-hours, weekend, and holiday shelter requests should be made by calling shelters directly. View the 2024 Baltimore City Shelter Hotline Schedule.

The Shelter Hotline is the centralized system for people experiencing or at risk of homelessness to access Baltimore City-funded emergency shelters. The system is designed to provide a fast, streamlined, and equitable process to enroll at participating emergency shelters and preserve client choice and dignity. 

Everyone in Baltimore City seeking entry to a City-funded shelter must go through the hotline. Please be aware that if a shelter bed is available, you will be notified during the call. There is no guarantee of shelter space for any caller, but we will try our best to match you with a place to stay. There is no waiting list for shelter beds.

Street Outreach Resources

Are you concerned for yourself or someone else who may be sleeping outdoors?  Outreach and support services are available for people who do not have safe shelter. The Baltimore City Street Outreach Brochure (view the brochure in Spanish) includes the phone number of the Baltimore City Shelter Hotline and information about food, healthcare, showers, and treatment services. You can also email Homeless Outreach to request assistance or complete the form below.

The Mayor’s Office of Homeless Services (MOHS) is leading a multi-agency effort to rehouse unsheltered neighbors and resolve other issues around encampment areas. If you would like to report an encampment, please call 311. You can also report an encampment by submitting a ticket at 311.baltimorecity.gov or on the Baltimore City 311 Mobile App. To learn more about this effort, check out the Understanding Encampments in Baltimore Fact Sheet.

24/7 Hotlines

Call 2-1-1. There's always an answer!  Need answers and don’t know where to turn? 2-1-1 is a hotline providing free, confidential help in 150 languages with just about any health and human service issue you are facing. A trusted and caring call specialist is there for you 24 hours a day, seven days a week. If you are in immediate danger, call 9-1-1. 

To get help, dial 2-1-1 or dial 1-800-492-0618. (Normal airtime and related charges may apply for cell phone users.)  Over 590,000 individuals connected to 211 Maryland in FY 2022 about food, housing, health care, utility assistance, and more.

The Here2Help Hotline from the Behavioral Health System Baltimore offers confidential advice and an emotional support hotline 24 hours a day, 7 days a week assisting people with emotional health and well-being services.

Domestic Violence Hotline: 410-889-7884

House of Ruth Maryland’s 24/7 hotline is a confidential lifeline to survivors of domestic violence in need of help. Counselors are trained in crisis intervention, safety planning, counseling and legal referrals, and proactive advocacy for survivors, their friends and family, and the general community.

Homeless Veterans Hotline: 1-877-424-3838

Veterans who are homeless or at risk of homelessness—and their family members, friends, and supporters—can make the call to or chat online with the National Call Center for Homeless Veterans, where trained counselors are ready to talk confidentially 24 hours a day, 7 days a week.


Rent and Utility Assistance

Security Deposit and Utilities Assistance

The Mayor's Office of Children and Family Success (MOCFS) offers low-income households financial empowerment programs, housing and energy services, food resources, and capacity-building services. In response to COVID-19, MOCFS is providing security deposit and utility assistance. 

Eviction Prevention Legal Aid 

The following organizations provide free legal advice, and, in some cases, representation to renters facing eviction and other landlord-tenant issues.  These organizations take different types of cases and all have capacity limitations.  Please review the types of services that these organizations provide in the parenthesis below before calling.  Note that “subsidized” housing refers to any form of housing choice voucher, public housing, or other government-subsidized housing.

Health Care for the Homeless

Health Care for the Homeless provides health care and supportive services for people experiencing homelessness who are living in a shelter, transitional housing, doubled up with others, or are unsheltered. Call 410-837-5533 for more information.

MOED offers job training, career workshops, and other job readiness resources, along with a Job Board that is updated in real-time with current open positions in Baltimore City.
