FY 2021 CoC NOFO Program Competition
The Continuum of Care (CoC) program promotes community-wide commitment to the goal of ending homelessness. The program provides funding for efforts by nonprofit providers and state and local governments to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness. The program promotes access to and effects utilization of mainstream programs by homeless individuals and families. The program optimizes self-sufficiency among individuals and families experiencing homelessness.

HUD Direct Grantee Instructions
All HUD direct grantee projects must submit their applications in e-SNAPS directly according to the procedures and timelines listed in the local competition process document and request for proposals. Continuum of Care Board – Vote to Approve Project Reallocation, Scoring, and Ranking Policies The CoC board voted to approve the CoC NOFO guidelines as recommended by the Resource Allocation Committee. |

Resource Allocation Committee Meeting – Renewal Project Performance Review The Resource Allocation Committee meets to review renewal project performance and determine which projects will have a reduction or elimination of funding through reallocation. |

Renewal Project Reallocation Appeals Due To appeal a reallocation decision, affected renewal projects must submit a formal letter to the attention of the CoC Executive Committee to HSPApplications@baltimorecity.gov. The letter must include the name of the project, grant number, and justification/reasoning supporting the appeal.
