FY 2024 CoC NOFO Program Competition
The deadline of Wednesday, September 25, 2024, at 5:00 pm has passed and MOHS is no longer accepting applications.
The Continuum of Care (CoC) program promotes a community-wide commitment to ending homelessness. The program provides funding to nonprofit providers and state and local governments to quickly rehouse individuals and families experiencing homelessness while minimizing the impacts of trauma and dislocation. The program also promotes self-sufficiency and access to mainstream programs by individuals and families experiencing homelessness.

Local CoC NOFO Competition Process & Submission Requirements
All project applications are due by Wednesday, September 25, 2024, at 5:00 pm EST and must be submitted via the Neighborly portal.
We encourage all applicants to create an account, log into Neighborly before the final deadline of Wednesday, September 25, 2024, and add two points of contact for your organization.
Please have an authorized individual at your agency upload all application materials to Neighborly once completed; the authorized individual will then be prompted to certify and submit the application. Neighborly will send an automated message once your application has been received.

HUD Direct Grantee Instructions
All HUD Direct Grantee projects must submit their applications in e-snaps directly according to the procedures and timelines listed in the local competition process document and request for proposals. Dates are established based on HUD's Notice of Funding Opportunity; some dates are subject to change within the established timeframe that is required by HUD's Notice.

August 5, 2024 | Resource Allocation Committee Meeting – Approve Competition Guidelines The Committee meets to review and approve recommendations for the competition timeline, reallocation practices, and scoring and ranking methodology. |
August 26, 2024 | Continuum of Care Board – Vote to Approve Project Reallocation, Scoring, and Ranking Policies The CoC Board votes to approve the CoC NOFO guidelines as recommended by the Resource Allocation Committee. |
August 28, 2024 | Local Competition Procedures Published
The CoC NOFO is released on the MOHS website, shared on social media, and sent to the CoC mailing list. |
September 4, 2024 | Resource Allocation Committee Meeting The Resource Allocation Committee meets to review the CoC NOFO Competition process and prepare for the review of individual project performance. |
September 5, 2024 1:30 - 3:00 pm | Bidder’s Conference The Bidder's Conference will be on Thursday, September 5, 2024, from 1:30 - 3:00 pm via Zoom. Click here to register for the Bidder's Conference. The webinar will also be recorded and shared. This webinar is designed for service providers applying for renewal or new project funding in the local FY 2024 Continuum of Care Program Competition. |
September 10, 2024 | NOFO FAQs Posted FAQs from the Bidder’s Conference will be posted to the MOHS website on the FY 2024 CoC NOFO Program Competition webpage under the Resources section. Interested applicants may also email HSPApplications@baltimorecity.gov for technical questions about the local RFP and guidance. |
September 25, 2024 | DEADLINE: All Project Applications (new and renewal) are due by 5:00 pm EST. Interested applicants must submit all required materials and supporting documentation via the Neighborly portal. |
September 30, 2024 | Resource Allocation Committee Receives Overview of Renewal Projects Performance & Overview of New Project Applications The Resource Allocation Committee reviews all data and information from the renewal projects and consults with MOHS, as needed, until October 1, 2024. MOHS will provide an overview of new project applications that have passed threshold. |
October 2, 2024 | Resource Allocation Committee Meeting – Review Renewal Projects This meeting will be held in-person and will include a final review of renewal project applications and scores. MOHS will answer additional questions from the Resource Allocation Committee. Renewal Project Performance Review and Ranking The Resource Allocation Committee meets to discuss new projects that are being considered for inclusion in the CoC’s application to HUD, in addition to recommending which renewal project should receive a reduction or elimination of funding. |
October 3, 2024 | Reallocation Notifications Are Issued to Renewal Projects & Providers |
October 4, 2024 | The Mayor’s Office of Homeless Services receives all new project scoring tools from the Resource Allocation Committee for consideration in the CoC application. |
October 7, 2024 | Reallocation Appeals Due to MOHS To appeal a reallocation decision, affected renewal projects must submit a formal letter to the attention of the CoC Executive Committee to HSPApplications. The letter must include the name of the project, grant number, and justification/reasoning supporting the appeal. |
October 9, 2024 | Resource Allocation Committee Meeting - Determine Ranking Changes from Appeals Process & Inclusion of New Projects Public Notification of Ranked Project Applications |
October 10, 2024 | Final Project Ranking Sent to CoC Board for Review and Posted via Member365 The notification of action that all project applicants who submitted new and renewal project applications in the local CoC competition are notified at least 15-days prior to the HUD application submission deadline of the CoC’s acceptance, including the ranked position of the project applications. This notification may be posted publicly or sent via email to individual project applicants. |
October 14, 2024 | Draft CoC Application Sent to CoC Board for Input and Review The CoC Board will have an opportunity to review the CoC Application and provide input by October 16, 2024, at 10:00 am to the Resource Allocation Committee. |
