Homeless Management Information System (HMIS)
The McKinney-Vento Homeless Assistance Act, as amended by the Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act), requires that the U.S. Department of Housing and Urban Development (HUD) ensure the operation of, and consistent participation by, all recipients and sub-recipients of funds in a community-wide Homeless Management Information System (HMIS).
HMIS is also essential to coordinate client services, support performance management in the City of Baltimore Continuum of Care (CoC), ensure accountability in the use of public funds, and inform public policy.
HMIS is used by the CoC to track client services, program outcomes, and city-wide data on homelessness. The use of an HMIS system is required by HUD, and HMIS data is used by service providers and the City of Baltimore to fulfill reporting requirements for a variety of funders, including the federal government, state government, and philanthropic partners. The HMIS is used by more than 40 organizations that provide homeless services at more than 140 programs in the City. The City utilizes ClientTrack to deliver our HMIS services.

HMIS Governance
The Baltimore City Mayor's Office of Homeless Services serves as the HMIS Lead Agency for the Baltimore City Continuum of Care. The HMIS Lead Agency is designated by the CoC Board and is overseen by the CoC's Data and Performance Committee.
The Baltimore City HMIS Policies and Procedures outline the rules and standards by which the HMIS Lead Agency, participating organizations, and other stakeholders must operate.
